The people were to stop making sacrifices in the field and bring them into the tabernacle.
NOTE: how this coincides with instruction in Malachi to bring tithes to the storehouse.

Instruction not to eat blood - it was the "life" and it also was the atonement. This didn't apply to just sacrifices, it also applied to any animal that was slaughtered for food.
