vv 1-3 the people are complaining again
v 4 - God gives them instruction about bread He is going to give to them. He is going to test them.

Note: the complaining - God did not punish them for complaining.
The test He gives them was a test of specific instructions as to how they were to handle the manna He would give them.
Thought: God never said to the Israelites you're going to spend 40 years in the wilderness - they just stayed where they were until they learned the lesson God wanted them to learn -Obedience
He gave them simple rules regarding the manna and they simply could not follow them. They could not trust in God to supply their needs. So they hoarded and tried to supply for themselves. Anything they thought they were going to be able to keep, God took away. It STILL took 40 years to learn the lesson.OUCH!
Chapter 16 tells the summary story of the manna which lasted the entire 40 years in the world wilderness
